'MISSION KASHIPUR'









The district administration is fully committed to its stated goal of an 'Epidemic free" Kashipur this year. The task is , no doubt , a daunting one , with chronic shortage of doctors and key personnel in health dept. To ensure succeess in our stated goal, good and effective supervision fromthe side of district administration is of utmost importance. In this reagrs Collector Rayagada, along with CDMO Rayagada, Dr. Benudhar Nayak and DSWO, Ms. Sanghamitra Kanungo visited Kashipur block and attended the sector level meeting of the grass root level functionaries of health dept.
Exactly a month ago a 'Swastha Samavesh' was held in Kashipur to kick start our preparations for 'Mission Kashipur' , i.e epidemic free season this year. In that session the grass root level functionaries of health and ICDS were sensitised about their role in this task. Today their prearedness was reviewed and the stock of entire month's situation was taken.
This was followed by field visit to different villages Talajhari, Mandibisi and Maliput villages where other than the preparedness of health dept, the Collector interacted with the villagers and SHG groups about the functioning of different beneficial schemes of govt such as NREGS, IAY, PDS, etc.
It is matter of great regret that inspite of getting rice at Rs. 2 per kg, people in some villages continue to use mango kernel. They were explained by the Collector, CDMO and DSWO about he hazards of consuming such substances. It will surely require more effort on our part to sensitise people to give up such deitary practices since, sibsidised rice is plentily available. The district administration soon plans to take a massive drive to eradicate this dietary practices by way of mass persuasion. Any suggestons fron general public is most welcome in this matter.

HUMAN TRAFFICKER ARRESTED: SWIFT ACTION BY DIST LABOUR OFFICER, BDO AND RPF




It is not rare to find swift action from govt officials, but it is rarely noticed and recognised!
In one such instance BDO Ramanaguda, Sri. Bhaskar Raita, received the information , a 'self styled' labour agent named 'Manmath Khandagiri', was illegally trying to traffic 24 persons, which included 16 males and 8 females, all young, of Bokorda village. He then prompltly and without wasting time informed the Dist Labour officer Rayagada, Sri. Jit Mohan Hansda.
Mr. Hansda immediately reached Rayagada railway station, where Khandagiri was trying to take the villagers to Chennai, with the allurement of jobs in factories there. There Sri. Hansda sought the help of Railway protection force and rescued the young villagers. The rescued people were then escorted to their villages by offcials from Ramanaguda Block office.
This swift action of all the officials is being widely appreciated and the Collector Rayagada, Dr. Nitin Jawale, IAS has conveyed his appreciation to the officials by phone.

POLICE OFFICERS TRAINED ON CM's GREIVANCE PORTAL:-








Hon'rable CM's Greivance Portal training imparted to 22 Officals of Rayagada district police at Office of the SP, Rayagada on 26/07/2010. All Senior and Junior Police Officers of the Rayagada District were attended. Training is given by Sri. P.V.S.S. Gangadhar, District Informatics Officer, NIC, Rayagada.

GRIEVANCE CELL AT MUNIGUDA BLOCK OFFICE


As per the instructions of Honourable CM to conduct atleast one grievance cell outside District HQ and in an effort to take the administration to the door steps of the people, a full fledged 'Grievance Redressal Cell' was conducted by the district administration in Muniguda Block office.
Dr. Nitin. B. Jawale, IAS Collector & District Magistrate, Rayagada and Sri. Anoop Krishna, IPS, Superintendent of police, Rayagada conducted the grievance cell along with the other district level officers.
There was a good response to it and more than 50 grievances were brought forward, of which atleast 5 were disposed on the spot. The district adminstration will reguraly conduct such 'Outside the District HQ' grievance cell to ease the peoples' burden of travelling long distance for seeking redressal of their grievances.

RAYAGADA VISIT OF RDC (SD)




Dr. C. S. Kumar, IAS, Revenue Divisional Commissioner (Southern Division) visited Rayagada district on 23rd and 24th July 2010. On 23rd RDC (SD) inspected the office of Sub Collector, Rayagada. The next day was for field visit in the first half. RDC visited Kalyansinghpur block and first thing that was seen was an Anganwadi centre. RDC laid special emphasis on the weighment of the children in 0-6 years age group to identify grade 3 and grade four malnourished children and to take remedial action thereof. RDC also inspected number of NREGA works, especially 'Mo Pokhari'.
One of the most important area of interest for RDC is tribal welfare, particularly education. On his visit RDC inspected Rivalkona, Budaguda and Siripur TRW residential sevashrams. The headmasters of all sevashrams in Southern dicision have been given specific instruction from RDC like preparing a lesson plan, career counselling, to make available 'Employment news' to students in the school and the most important of all tracking the passed out students and giuding them further with courses such tha those of ITI and other vocational institutes.
In the second half RDC reviewed the functioning of different schemes of government and functioning of line depts. in this district.

'BIOMETRIC BASED TARGETED PDS' TO KICK START SHORTLY IN RAYAGADA

Strengthening of TPDS in Rayagada district in Partnership with United Nations World Food Programme
The Government of Orissa, in partnership with the United Nations World Food Programme (WFP), is implementing a pilot project in Rayagada district to strengthen the Targeted Public Distribution System (TPDS) through biometrics-based technological solutions.
The basic demographic and biometric information for families included in the rural household survey 2002 as well as for families, which possess valid ration cards though not included in rural household survey 2002, and who presented themselves for enrolment, have been collected at Digital Photography Locations set up at each village level. Similarly, the demographic and biometric details of those who presented themselves for enrolment from out of the current cardholders of AAY, BPL and APL families in 3 the urban local bodies have been captured. The data are in the process of being checked with reference to the 1997 BPL list.
The data as enrolled for 11 Blocks and 3 ULBs are being displayed on the website in a phased manner for public scrutiny, comments, feedback and suggestions.
The information on age, gender, occupation and relation is as provided and has not been verified.

For ensuring a free and fair Public Distribution System and to curb pilferages in the system, a pilot project called 'Bio-Metrics based Targeted PDS' was initiated in this district about a year back. The project which is supervised by the 'World Food Programme' and the Civil Supplies and Consumer Welfare dept. of Orissa, is one of a kind in th entire state.

Initially the project will be inaugarated in Rayagada Municipality, where 12000 odd Bio Metric based cards are to be distributed. Subsequently about 1,90,000 such cards will be distributed in the entire district.
The finger prints of the left and right index fingers is being recorded electronically by 4G systems, Hyderabad and a bar coded smart PDS card will be issued to the consumer. At the retailer end there will be a small handheld machine to decode the finger print and the data regarding the type and amount of PDS item purchased by the consumer will be entered electronically in the smart PDS card in every transaction.
On 21st July 2010, first round of training programme was held for the retailers and the next one will be on 24th of this month.
The adminstration is gearing up for the launch of this prestigious programme for this district, in the next month

CM GRIEVANCE CELL TO GO ONLINE.

In a significant move, the Grievance Cell of Honourable Chief Minister, will be available online from a suitable date in the next month, most likely 15th August. At present the Website is under construction.
As part of the preparatiom for the same, a training programme was held in the DRDA conference hall on 21st July 2010, where the resource person, Sri. P.V.S.S.Gangadhar, District Informatics Officer, NIC, Rayagada and Sri. N. C. Sabar, Dy. Collector, Grievance, Rayagada trained the BDOs, Tahsildars and the different District level officers about this initiative.
The grievances made to the office of Honourable CM will be electronically forwarded to the concerned districts or departments/ offices of government for compliance and the complicance will also be sent through electronic medium.
This great step in accessibility will certainly help people to reach the highest level of governance and in a way ensure a responsive administration.

VISIT OF DR. N. C. SAXENA COMMITTEE TO NIYAMGIRI HILLTOP

Following the visit of Dr. N. C. Saxena from 7th to 9th July 2010, the remaining three members are on a visit to Rayahaga and kalahandi districts, in connection with the proposed mining area of OMC, which is a part of the Vedanta Aluminium Project, in Lanjigarh, Kalahandi. The members along with Collector Kalahandi visited some Kuita Kondh villages and interacted with the local people. The members, along with Collector Rayagada, Dr. Nitin. B. Jawale and Collector Kalahandi, Ms. Roopa Misra and Other senior officials of Forest Dept. visited the hill top of Niyamgiri on 20th July 2010. The committee is to finalize their report by the end of this month and the visit to Niyamgiri Hill top is an important exercise in this matter. The team had to climb more than 1000 meters to crossing numerous hurdles to reach the hill top. The proposed mining area ia patch of 600 hectares on the Niyamgiri hill ranges, a name loosely applied to the sector of Eastern Ghats,that runs parallel to the entire length of Rayagada-Kalahandi district border. The proposed mining area is flat barren area with scant vegetation of seasonal grass, typical of Bauxite bearing hills. The members will visit the Donagria Kondh villages in Rayagada on 21st July 2010 and halt at Rayagada the next day.

Visit of Dr. N . C. Saxena, to Rayagada and Kalahandi



Dr. N. C. Saxena, IAS ( Retd) visited Rayagada and Kalahandi as a part of the 4 member committee for verifying the application of Scheduled Areas and Other Traditional forest Dwellers act, vis- a vis, the mining project of Orissa mining corporation for the Lanjiagarh Alumina Project.
Dr. Saxena also interacted with the local primitive tribal groups and also held discussions with the District Administration of Kalahandi and officials of Vedanta Aluminium on 8th and with Rayagada District Administration on 9th of July 2010. The other members of the Dr. Saxena committee will shortly visit Rayagada and Kalahandi.

HRMS Training to DDO's of Rayagada Dist.














HRMS training program to all DDO's of Rayagada was held in 8th & 9th July 2010. Total 171 DDO's of Rayagada district was participated. This HRMS software is based on Internet Technology. The Govt. employee Service book was digitised & put into the web. The webiste address is http://apps.hrmsorissa.gov.in/ . The Orissa govt. employees can see their service book details in digitized format. Now Govt. employees can apply ON-LINE LEAVE, LOAN & submit PAR online. Rayagada district 7042 service books data was captured, 6780 service books data was validated and 3602 service books data was authenticated.

Press Conference By Collector & CDMO







A press conference was convened today . i.e, on 02.07.2010, by the district administration to appraise the media persons of the preparation to prevent the outbreak of epidemic in this season in Rayagada, particularly Kashipur.
Some important suggestions were received, like seizing of mango kernels and other contaminated food items, that lead to diarhhea and other disorders. The district adminstartion would welcome more such suggestions and active participaton from the people and intelligensia of Rayagada district in this matter.

Collector & DM visit to Kashipur on 30/06/2010



Sri. Nitin Bhanudas Jawale, IAS, Collector & DM visits Kashipur on 30/06/2010 for supervising the preparedness prevention of epidemic ( malaria and diarrhea) in kashipur and adjoining areas of Rayagada district. To prevent the outbreak of any epipdemic in this season a 'Swastha Samabesh' was organised in Kashipur, with the grassroot level functionaries of Health and other depts. such as ASHA workers, Anganwadi workers, Health workers, VLWs, staff of RWSS and aslo PRI members of Kashipur block. Collector and District Magistrate, Rayagada explained the following strategy to prevent and combat outbreak of epidemic in this season: 1. Identify the source of drinking water, man made or natural, for habitations. this exercise was started a month before and is almost complete. 2. Sanitize the source of drinking water ( even running stream) by chlorination and other disinfectants. 3. Massive sensitization for avoiding open defecation and disposal of dead animals near the source of water. 4. Deployment of 'Nidhi Rath' and sensitizing people through their own dialect by Audio Visual medium. In worst case scenario if there are deaths reported due to Diarrhea or Malaria the following system is at place: 1. Improved information system, with Close user group mobile network of Heath workers and Medical Officers. 2. A toll free number'1077' of emergency section of Collectorate to be used for gathering information from public reporting cases. 3. Additional deployment of Human and Material resources ( MOs, paramedics, medicines and vehicles) in this area. 4. Most importantly, close supervision and monitoring on daily basis.
