JAYAKUMAR TAKES OVER AS GUNUPUR SUB COLLECTOR

V. Jayakumr today took over the charge of Sub Collector and sub divisional magistrate Gunupur in Rayagada district. Jayakumar has done his distric ttraining in Dhenkanal district. He was a part of the team of IAS probationers, who were depolyed in Rayagada district last year to assist the district administration in controlling the diarrhea epidemic out break and as a part of that team, Jayakumar had done a good job in the Kalyansinghpur block area.

DISTRICT ADMINISTRATION REPLIES TO PR DEPT ON CBI INQUIRY




CBI has been investigating in the NREGS irregularities for the year 2006-07 in 6 districts of Orissa and Rayagada was one of them. District administration Rayagada has right from the start extended fullest possible cooperation right from arrangement of their stay to providing the records for inquiry. The inquiry as such is of cases of the year 2006-07, which date back to five years. There were numerous records of those time which the CBI team asked for but were found missing. Of all these all records could be traced and rebuilt, except one. The case record which the district administration has not been able to trace out inspite of best efforts is of the "Phatamundi to Telingiri" work the year 2006-07 of the Pahadmunda village of Renga GP. It is pertinent to mention that the concerned PEO, Biswanath Nimalpuri, was caught by the district administration in 2010, after an inquiry and missappropriation to the tune of Rs. 50 lakh was unearthed. He was proceeded against and sent to jail subsequently. In the present case of missing record of the NREGS work, the same PEO is involved. BDO Kashipur has said that he had requested the SP vigilance to get it checked whether missing records were in his custody or sent to vigilance court, as all these cases were inquired upon by the state vigilance dept. However this particular record could not be traced there too. The district administration has taken all efforts to rebuild the case record, but without the availability of the manual muster roll of the original record, it is difficult to rebuild the record entirely. Collector Rayagada had instructed the BDO Kashipur to lodge an FIR with the condcerned Police Station and accordingly an FIR has been lodged ans State govt and CBI informed accordingly.

JAYAKUMAR TO JOIN AS SUB COLLECTOR GUNUPUR

V.Jayakumar, IAS 2009 batch is to soon take over as Sub Collector Gunupur. Gunupur has a long trtadition od direct recruit IAS Sub Collectors. The sub division consists of 7 blocks and is a almost of a size of any major district. it has 2 Police sub division sin it and consists of the most naxal affected and backward areas of Chandrapur and Gudari. Howevr Gunupur is also known for its enterprising people and is one of the major cotton growing areas of the state. Jayakumar suceeds M, Muthukumar IAS 2008 in the sub division.

SCHOLARSHIPS GOING TO BE ONLINE:

The Post metric scholarship process is going to be online system. This system basically divided into 3 modules 1) Student module 2) Institue module 3) Authorites module.

Student Module:- Initially students has to enroll into system. He/she will received SMS of user id & passwd. With this he/she login into system. Scholarship required documents will be scanned and uploaded into system. Each stage of the process, students will received update SMS. After update the required informatoin, student will LOCK the application.Then scholarship application is moved to Institue module.

Institue Module:- Rayagada district having 44 colleges. All colleges representative trained this process. Initially college staff has updated profile with help DWO will provided userid & passwd. Student applicatoin is verified by institute and draft praposal will be made and LOCK applicatoin for DWO for further proces.

Authorities Module:- Authories will sanction the scholarship application and disbursement will be done thru online system. No mannual activity involved entire process.

Very soon Hon' CM, orissa will inaugrate the Online Scholarship system.

DRINKING WATER PROBLEMS IN KASHIPUR REMOTE VILLAGES

Kashipur block has always been notorious for epidemic diarrhea. Last year too number of villages suffered from this and it seems the situation has only marginally improved, if at all in these remote areas of the district. The district administration in the last year had on war footing, ensured the supply of safe drinking water to all the villages of the district after the epidemic. However some of the tube wells have become defunct and people are again forced to rely on the stream water. The pictures below are of the village Bamaniguda in the Godabali Panchayat of Kashipur, which has also reported the cases of blood mixed dysentery recently. The medical teams have for months not covered the area the villagers said. Recently naxals had killed to ex-public representatives in the GP and some govt servants have expressed apprehensions to visit these areas. However Collector Rayagada has rubbished these contentions and instructed the medical team to visit the area. BDO Rayagada has already visited and made an assessment of the problem and reported to Collector Rayagada. The problem mainly is because of the muddy water from the tubewell. RWSS officials have been instructed to ensure safe drinking water and a tube well is to be dug soon in that village, in addition to the two already there. However there are issues with tube wells in the sense that they are prone to get defunct and the quality of water from them has in many cases has resulted in tribal communities staying away from such sources. Unversalization of Pipe water Scheme (PWS) is the answer to all these problems and Rayagada district administration is working on that front

ATTACK ON THE DIARRHEA CONTROL TEAM OF COLLECTOR RAYAGADA

In an event that surprised all in Rayagada district, the team of health department which went along with Collector Rayagada and CDMO, was attacked by the villagers of Tala Anchalbadi, when the team was on a visit to that villages as a part of program to focus on the epidemic diarrhea affected villages and addressing the issues relating availability of safe drinking water, sanitization of tube wells along with spreading bleaching powder in the entire village and sensitization of the masses regarding epidemic diarrhea.
After having checked the tube wells and the nearby area, as a part of the sensitization programme, a telefim film in Kui language was being shown. All was well for first 15 minutes, when all of a sudden, some ladies from a particular house in the village came and started creating a ruckus and forcibly tried to shut the sensitization film show without citing any reason. When Collector Rayagada tried to discuss with them, that this is for public good, the ladies tried to assault him with a wooden logs. As if this wasn't enough, the villagers threw dirty water on him and his team. In spite of repeatedly persuading them to and telling that Collector Rayagada and CDMO have come in person to understand their problems and mitigate their grievances, they didn't budge. Situation took a bad turn, when one person, tried to attack Collector Rayagada with an axe. He was saved with the timely intervention of the PSO. collector Rayagada had to leave the scene, but the villagers detained and tried to vandalize the ambulance which was fitted with TV and loud speakers fot the sensitization show.
When asked Collector Rayagada refused to comment on the incident. He only said that it was a case of misunderstanding and that local police have been informed to retrieve the ambulance.

A CLASSICAL CASE OF FORGERY AND EXPLOITATION

Gurubari Sabar, a tribal lady got a job as Anganwadi worker in 1989. Worked on the same post for more than 20 years. She was eventually promoted to the post of ICDS supervisor, being a matriculate lady and drawing a salary of more than Rs.20000. One fine day a complain lands that she has forged her matriculation certificate and that she actually has not passed the exam. The district administration and the vigilance office in Jeypore, promptly instituted inquiries. The board of secondary Education, Orissa was asked to verify her certificates, which on the face of it looked to be genuine. what came as reply from the Board of Secondary education was not just an eye opener, but also exposed how deep rooted and long standing the forgery racket is and how some people moving around as respectable people engaged in a noble profession are a part of this racket.

According to Gurubari Sabar, she had actually failed the examination in 1983 as a student of Govt Girls high school Robadi and in 1995 she again appeared as a correspondence student for the exam and an advocate named Padhi, took Rs. 30000 from her and gave her not only a passing certificate, but also a mark sheet and course completion certificate, which even an expert eye cannot differentiate from any original document. The supposedly false mark sheet from the year 1995 states her to have passed the exam in second class and that she secured total 397 marks .with the Roll.No. 03ECY23 . After receiving clarification from the Board of secondary education and after verification of the records of Robadi Govt Girls high school, the truth came out that Gurubari Sabar withthe exam no. 03ECY23 , has actually failed with a total of only 29 marks. Gurubari Sabar herself, blew the cover over the mystery of how she got the ' forged' mark sheet. The school records also bring to light the forgery of date of birth by Smt. Gurubari sabar.



After being carved out as a separate district in 1992, many vacancies in the new district came up to be filled. this was the right setting for the forgery racket to bloom and so many ' aspiring' candidates' for different jobs, who were not otherwise educationally qualified, got the mark sheets and passing certificates from these racket, which was run by some people involved in respectable professions. Mostly innocent tribal candidates, males and females, who could barely complete some formal education, but invariably failed in the matriculation exam, were lured into this trap to which they easily fell. The forged mark sheets and certificates are so genuine that the involvement of the officials of the board also cannot be ruled out.

What is more disturbing is that those how run these forgery rackets, continued to exploit those tribal candidates who get govt jobs. In case of tribal ladies this type of exploitation can even go to the extent of sexual exploitation. When their demands of those rackets are not met, these people are said to be sending petitions in pseudonyms complaining against the forgery. Caught between devil and deep blue sea, the condition of these tribal candidates get deplorable. In this case complaint was received from one B.N. Sabar, without mentioning any further details.
However the district administration afetr inquiry and personal hearing of Smt. Gurubari Sabar, has dismissed her from service and taken steps for criminal action against her.

SHORT FILM ON MALARIA SENSITIZATION RAYAGADA ORISSA





INCOMPLETE COLLECTORATE BUILDING EVEN AFTER TWO DECADES OF FORMATION OF DISTRICT


Rayagada district was carved out as a separate district from Koraput district on 2nd October 1992. It was the vision of late Biju Patnaik, the popular leader and erstwhile CM of Orissa of geographically rationalize the district for administrative convinience and the benefit of the people and so on that same day from the earlier 13 number of districts, the number was increased to 30. However the objective of creation of separate districts remained partially achieved to a great extent with many line department head offices in Koraput till recent times and some of them, such as mining section, GED, IDCO. Also district court even now continues to be in Koraput district.
One of the most glaring example is that of the Collectorate building. For more than 15 years there was no Collectorate building! Collector and district Magistrate used to function for some time in an old dilapidated building belonging to Rayagada Municipality, wher eis presently used for temporary functioning of Kendriya Vidyalaya. Just a couple of years back the present Collectorate building was completed. However it is still 1/4 th of the actual size and as many as * sections still run in temporary accommodation in different locations. PWD has recently, after the pursuance of Collector Rayagada, taken some steps to that end, but still no 'concrete' result has come so far. At present only four sections function in this building and there is virtually no space for storing files and records. this dislocation of several section has hampered the functioning of the district administration for many years and at time has resulted in misplacing of files and important documents, besides causing problems of monitoring and supervision.
Collector Rayagada has clarified that he has already written to government more than once about this and expects some positive result shortly.

SOME ISSUES WITH BIOMETRIC BASED TPDS

It is a matter of great pride for Rayagada and also the entire state that a seemingly impossible project such as the Biometric based targeted Public distribution System was started in Rayagada and is about to complete one year. This is one of its kind project in the entire country, as in many other places, according to World Food program officials, it hasn't moved beyond the preliminary stages. That it could come up and is implemented in a full fledged manner in a naxal affected district of one of the most backward parts of the country goes on to prove that novel ideas can be successfully implemented in these parts. More than 20000 ghost cards were eliminated and a saving of more than Rs. 3 crore was made in Rayagada district because of check on pilferage of essential commodities due to this project.
However there are some issues that needs to be resolved failing which some genuine people will be left out of such projects. About 33000 people who didn't figure in the 1997 BPL survey list, but were enrolled and provided smart PDS cards as per 2002 BPL survey, are left out of this benefit, as the 2002 BPL list has not been ratified by the Govt of India. Infact anticipating approval from Govt of India, the district administration was instructed to enroll the people who figured in the 2002 BPL list in the new PDS system. However pending approval from Govt. of India, the district has been for the last one year in a difficult position as the quota from govt of India is released only according to the 1997 list and there it is almost impossible for the administration to explain to the 33 thousand odd people as to why they cannot get the benefit of PDS, inspite of the district administration providing them the bio metric based smart cards/ bar coded cards. This has also resulted in aw and order situation in many places.
With the present fresh BPL survey been undertaken, there is some hope for the people to expect their rightful entitlement.

VISIT OF SRI. RAMCHANDRU, IAS, PRINCIPAL SECRETARY INDUSTRIES DEPT. GOVT OF ORISSA TO RAYAGADA DISTRICT

Sri.T. Ramchandru, Principal Secretary Industries dept. Goct of Orissa, visited district as a Nodal secretary for Rayagada district today. Sri. Ramchandru visited Kolnora and Rayagada blocks and took stock of the progress of works under different schemes and various flagship programmes of the government. In the second half, a meeting was held with the district level officers and later on members of the District Small scale Industries Association and representatives of various big industries in Rayagada district had discussion with industries secretary.
