KASHIPUR MIGRANT LABOURERS FAKE KIDNAP DRAMA IN KERALA, GET ARRESTED.

Ina bizarre incident, labourers from the Kashipur area of Rayagada were arrested by Kerela Police in Iduuki district, for faking a kidnap situation and trying to extort money from the local MLA for their 'release'.

On 15th March Rayagada MLA, who also happens to be the Dy. Speaker of the Orissa Legislative Assembly got a call from a number ( 0996161978) from a person who claimed to be one Sanjeeb Jain, the GM of one Nalcost company in Banglore and that he was duped for Rs. 2,70,000 by a labour contractor from Orissa and that he has 7 of the Oriya labourers from Kashipur and that if he is not given Rs. 2,00,000, before noon of 16th March, will send these detained labourers to Japan !!!

The Dy Speaker informed the District Labour Officer, Sri. Jit Mohan Hansdah, who inturn got back to Collector Rayagada. Collector Rayagada, Dr. Nitin. B. Jawale spoke to the person on the given mobile no., posing as one local gentleman fron Rayagada who will be paying the 'ransom' amount. Meanwhile SP Rayagada, Sri. Anoop Krishna was informed about the incident and efforts were made to trace out the number and its location.

The imposter kidnappers were kept busy by negotiating over phone and the deadline was successfully extended till 4 pm. The location was traced to Idukki in Kerala and the SP Rayagada got in touch with his Idukki counterpart. Accordingly the imposters were guided to the bank in Idduki, where they had demanded the ransom money to be deposited. A trap was laid by Idukki Police and the imposters were nabbed.

The arrests lead to some funny revelations that it was the labourers themselves who had planned this kidnap drama and took assistance of a local shop owner in whose account the money was to be deposited. This shop owner was lured into their trap by the laborers and he was the first one to be caught. He subsequently spilled the beans and a very bizarre and comic plot was exposed !

There has always been lot of talk about migrant labourers from Orissa being exploited in other states, but this incident is not only a departure from this trend but a totally antithetical in the sense that the seemingly innocent tribal migrant labourers have tried to use this phenomenon of migrant labour exploitation for their 'own plans'.

ALLMOST ALL THE ASSOCIATIONS OF GOVERNMENT SERVANTS, MEMBERS OF MEDIA, BAR AND OTHE RCIVIL SOCIERTY ORGANISATIONS HAVCE BEEN CONTIMOUSLY PROTESTING AGAINST HE INHUMAN ACT OF THE MAOISTS. TERMING THIS AS HOLDING THE ENTIRE POPULATION OF THE STATE AT RANSOM, TH EPEOPLE OF RAYAGADA HAVE OVERWHELMINGLY DENOUNCED THE ACTION OF MAOISTS. VISIT OF MRS. APARAJITA SARANGI IAS, COMMISSIONER CUM SECRETARY SCHOOL AND MASS EDUCATION

MRS. APARAJITA SARANGI, IAS.11 VISITED RAYAGADA DISTRICT ON 09.02.11 TO REVIEW THE FUNCTIONING OF DIFFERENT SCHOOLS IN THE DISTRICT. SHE WAS ACCOMPANIED BY AN ENTIRE TEAM CONSISTING OF DIRECTOR AND DEPUTY DIRECTOR LEVEL OFFICIALS. ALL TOGETHER SIX TEAMS VISTED DIFFERENT AREAS OF RAYAGADA DISTRITC. WHILE IN GUNUPUR AND PADAM SID ETHE POSITIN OF THE SCHOOLS WAS BETTER, THAT IN RAYAGADA SUB DIVISION, PARTICULARLY KASHIPUR AREA WAS VERY BAD. IN ATLEAST TWO LOCATIONS THE NEW ROOMS SCHOOL BUILDING WERE FOUND TO BE UNDER THE OCCUPATION OF CONTRACTORS WHILE STIDENTS WERE ACCOMODATED IN OLDER SHABBY ROOMS. MRE. SARANGI TOOK SERIOUS NOTE OF THE INCIDENTS AND HAS ORDERED SUSPENSION OF THE HEAD MASTER. THER EIS LOT THA NEEDS TO BE DONE BY THE DISTRICT ADMINISTRATION TO IMPROVETHE STANDARDS OF SCHOOL EDUYCATION IN RAYAGADA.

THE CONCEPT OF MICRO REVIEWS

As an innovative approach Rayagadadistrict administrationis experimenting with the concept of micro reviews, which involves a short speedy and informal review of different line depts by the district administration. WIth the advent of many new Flagship schemes of govt, Collectors fid it difficult to give quality time for the basic review of line depts works. Also in general review meetings reviewof a particular dept. is difficult ot be holistic. Micro reviews have proved to be very useful in this matter as in the informal atmosphere lot of things can be worked out, which are other wise difficult to be acjieved.

RAIDS ON RICE MILLS




Enforcement activity from civil supplies side is in full swing in Rayagada with the administration conducting raids on rice millers with active support of district police. Raids were conducted in Rayagada, Gunupur and Muniguda on more than 10 rice mills. A good amount of rice meant for PDS was siezed. In one mill itself more than 5000 bags were siezed. Prima facie it was revealed that subsidised rice from not only Rayagada, but also from neighbouring district of Koraput ( narayanpatna, Bamdhugaon and Laxmipur) and from Andhra Pradesh is smuggled and dispatched from Rayagada, which acts as a hub for interstate blackmarketing of PDS. Rice bags from the supplies dept of Haryana were found in one mill, which indicates of an interstate network. Cases are being booked under EC act and the district administration has promised stringent action against the offenders. The raids come at a time when paddy procurement is to begin. This encforcement drive will surely help to curb the malpractices in the procurement system and help achieve the goal of providing the farmers their rightful entitlement in form of MSP and break the cycle of piferage of essential commidities. 


WORLD FOOD PROGRAM TEAM EVALUATES BIOMETRIC BASED TPDS

World food programme team arrived in Rayagada for the evaluation of the Biometric based Targeted PDS program in this district. The team consisted of Mr. Iqbal Subhan form Bangladesh, Ms. Bhatia and Ms. Pradnya Paithankar from WFP offices from Bangkok and Delhi respectively. The team after discussing with the BDOs and officers of Civil supplies dept, the team visited some Fair price shops where the rations to see how the ration is issued in the Biometric based TPDS. This Biometric based TPDS system has eliminated more than 20000 bogus/ ghost cards and this move itself has brought a saving of Rs. 3.5 crore per month in Rayagada district alone. This has shout the mouth of all distractors of this program, who have been constantly harping on the glitches in the program, like data errors and exclusion of some genuine people. This aspect was explained to the WFP evaluation team and also that efforts are being taken cover the left out population. Another important aspect of this program is that Rayagada is the only district in the state in which 2002 BPL list is followed for Biometric enumeration.
The WFP team then visited the Kumtilpeta Gram panchayat area where, as in other rural parts of the district, PDS is issued to the people with bar coded coupons. All biometric data of the rural population is collected and bar coded cards have been provided to them.
